An Act amending the act of February 14, 2008 (P.L.6, No.3), known as the Right-to-Know Law, in preliminary provisions, further providing for definitions; in procedure, further providing for written requests; and, in judicial review, further providing for fee limitations.

SB 350 amends Pennsylvania's Right-to-Know Law to clarify and adjust access to public records, primarily affecting individuals or organizations seeking records for commercial purposes. It defines "commercial purpose" as using records to sell information, solicit business, or generate revenue (excluding news media, nonprofits, or academic research), and requires requesters to certify if their use is commercial. Agencies may charge additional fees for commercial requests - capped at the lowest-paid public employee's hourly wage - and must provide fee estimates before fulfilling such requests. Exceptions include insurance-related records, certain legal requests, and records already subject to separate fee structures under other laws.
