Added a new Section 1 requiring a single consolidated annual report to be submitted by March 1 of each year, covering operations, future plans, and specific data from various existing sections.

Added new subsections regarding coordination with other departments, a publicly accessible database for certified businesses, and an administrator role to oversee the logotype program.

Changed the effective date of the entire act to September 1, 2026, or immediately, whichever is later, replacing the previous staggered effective dates.
