An Act amending Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, in Educational Assistance Program, further providing for definitions, for eligibility and for recoupment of grant payments; and, in Military Family Education Program, further providing for definitions, for eligibility, for limitations and for recoupment of Military Family Education Program grant payments.

A new 'Educational Assistance Program' was added to provide grants directly to National Guard members, separate from the existing family-focused program.

Eligibility criteria were updated for both programs to explicitly require a six-year service obligation and to clarify rules for members discharged due to medical disability or death.

New recoupment provisions were added, requiring members who fail to complete their service obligation to repay grant payments unless specific exemptions (like death or medical discharge) apply.

The Military Family Education Program was updated to allow family members to retain a proportional share of benefits if the service member is discharged for medical reasons or at the convenience of the department.

The definition of 'Approved Program of Education' was expanded to include refresher, remedial, and preparatory courses necessary to pursue an approved degree or certificate.
