An Act amending the act of April 9, 1929 (P.L.177, No.175), known as The Administrative Code of 1929, in powers and duties of the Department of Public Welfare and its departmental administrative and advisory boards and commissions, providing for managed care organization assessment, for intermediate care facilities for persons with an intellectual disability assessments, for hospital assessments, for Statewide quality care assessments and for nursing facility assessment; in powers and duties of the Department of Drug and Alcohol Programs, further providing for powers and duties; in judicial administration, further providing for surcharge and fee; and making repeals .

Established a fixed $30.47 assessment fee for Managed Care Organizations effective July 1, 2025.

Added new sections to authorize and maintain assessments for Intermediate Care Facilities, Hospitals, and Nursing Facilities under the Human Services Code.

Standardized the formatting of judicial surcharge amounts and expiration dates from uppercase to lowercase to match current legal drafting standards.

Repealed specific sections of the Fiscal Code (1601-O, 1602-O, and 1606-T) that were previously used to authorize the assessments now covered by new Administrative Code sections.

Made the new assessment sections retroactive to June 30, 2025, rather than taking effect immediately upon passage.
