HB 2778 Pennsylvania House · 2025-2026 Regular Session

An Act providing home security devices to seniors; and imposing duties on the Department of Aging.

Pennsylvania House Bill 2778, known as the Senior Security Act, directs the Department of Aging to create a program that provides home security devices to residents aged 60 and older. The bill defines eligible devices to include video doorbells with live monitoring, motion-activated exterior lights, door or window sensors, and emergency alert systems connected to law enforcement. Priority for receiving these devices is given to seniors who live alone or with other seniors, reside in high-crime areas, or have previously been victims of home invasion or burglary. To qualify, applicants must agree to share recorded footage with law enforcement if a crime occurs near their device, and the program covers the cost of professional installation and user training.
