An Act amending the act of November 23, 2010 (P.L.1264, No.119), known as the Children in Foster Care Act, further providing for definitions; providing for RSDI benefits; and imposing duties on the Joint State Government Commission and the Department of Human Services.

Changed the definition of covered benefits from a broad category including all federal aid to specifically 'RSDI benefits' administered by the Social Security Administration.

Extended the deadline for screening children for benefit eligibility from 60 days to 90 days after placement in foster care.

Added a new mandate for county agencies to assist children aged 18 who do not need a representative payee in applying directly to the Social Security Administration.

Inserted strict prohibitions preventing county agencies from using a child's RSDI benefits to pay for or reimburse the agency's own care costs.

Revised the age for initiating transition planning from 16.5 years to 14 years to ensure earlier preparation for adulthood.

Required quarterly accounting reports to be sent to both the child's legal representative and the Department of Human Services.

Updated the deadline for the Department to issue implementation guidance from 'nine months' to a specific date of December 31, 2027.
