An Act amending the act of October 25, 2012 (P.L.1618, No.197), known as the National Human Trafficking Resource Center Hotline Notification Act, further providing for definitions; providing for training requirements for public lodging establishments and for training requirements for third-party listing platforms and rental operators; further providing for enforcement, for violation, for affirmative defenses, for administrative penalties and for criminal penalties; and imposing duties on the Pennsylvania Commission on Crime and Delinquency.

Training requirements were expanded to include specific guidance for rental operators and updated contact information for reporting trafficking to include other law enforcement entities.

Penalty collection rules were changed so that fines are now collected by the licensing authority rather than the municipality, with a clearer distribution mechanism to law enforcement agencies.

The effective date for the act was simplified to one year from enactment, removing the previous ambiguity regarding the 180-day option.

Several formatting inconsistencies and redundant phrases were removed to improve the clarity and readability of the legislative text.

Added mandatory training and certification requirements for third-party listing platforms and rental operators.

Expanded the list of required training topics to include specific guidance on identifying at-risk individuals and reporting procedures.

Added new record-keeping obligations for platforms to maintain training records and provide copies to law enforcement upon request.

Changed the effective date of the act from 180 days to one year.
