Modifies composition and duties of Oregon Broadband Advisory Council. Provides for establishment of grant application review committees. Directs Oregon Broadband Office to develop Broadband Action Plan and Digital Equity Plan that address requirements in Infrastructure Investment and Jobs Act. Directs Oregon Broadband Office to collect geospatial data information related to broadband service in Oregon to assist state to determine eligibility for grants and loans and confirm allocation of federal funds. Exempts from public disclosure proprietary information subject to nondisclosure agreement provided to office. Establishes Connecting Oregon Libraries Fund. Continuously appropriates moneys in fund to State Library for purpose of providing matching funds for federal moneys received by certain libraries for providing broadband access. Requires State Library Board to adopt certain rules before distributing moneys in fund. Directs Public Utility Commission, in consultation with certain other state agencies, to investigate and make recommendations on feasibility of expanding Oregon Telephone Assistance Program and applying residential service surcharge to support access to broadband Internet access service or other telecommunications services. Requires commission to submit report to appropriate regular or interim committee of Legislative Assembly and Oregon Broadband Office no later than June 1, 2023. Removes requirement that Public Utility Commission serve notice of all filings of applications for certificates of authority to provide intrastate telecommunications services. Removes requirement that commission provide annual competitive provider report to Legislative Assembly. Declares emergency, effective on passage.

Allows person employed by health care facility to practice surgical technology if person has completed and is certified by specified apprenticeship program. Becomes operative January 1, 2023. Directs State Apprenticeship and Training Council, in coordination with Bureau of Labor and Industries, to study registered apprenticeship programs in surgical technology. Establishes Elliott State Research Forest consisting of lands formerly constituting Elliott State Forest. Declares Oregon State University's Elliott State Research Forest Proposal accepted and amended by State Land Board. Provides for further amendments to proposal by university under certain circumstances. Creates Elliott State Research Forest Authority to administer Elliott State Research Forest. Provides that authority shall be governed by board of directors to which voting members are appointed by State Land Board. Describes duties of board of directors. Provides that board of directors constitutes governing body of authority for purposes of public meetings statutes. Describes duties and powers of State Land Board related to forest. Describes duties of executive director of authority. Describes powers of authority. Provides that requirements of public records statutes apply to authority. Provides that requirements of Administrative Procedures Act do not apply to actions of authority or board of directors. Creates exception allowing judicial review of action principally concerning person's individual rights. Creates exception allowing judicial review of certain other actions. Authorizes board of directors to request revenue bonding to be used for owning, operating or administering forest. Authorizes board of directors to request certain general obligation bonding to be used for owning and operating forest. ] Authorizes use of certificates of participation financing to finance capital projects or purchases related to owning, operating or administering forest. Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon. Specifies eligibility requirements for program and duties of authority in administering program. Appropriates moneys from General Fund to authority for purposes of dental program.
Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Officer. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys from General Fund to Oregon Department of Administrative Services for purposes of deposit in Universal Representation Fund. Appropriates moneys from General Fund to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.
Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Requires stewardship organizations to submit plans for mattress stewardship programs to Department of Environmental Quality. Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $1,000 for violation by producer or renovator and $1,000 for violation by stewardship organization. Becomes operative January 1, 2023. Takes effect on 91st day following adjournment sine die.
Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.
Requires notifications and process for allowing interested telecommunications providers to coordinate with Department of Transportation to include installation of underground infrastructure for provision of broadband as part of certain projects included in Statewide Transportation Improvement Program. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.
Requires retail electricity providers to reduce greenhouse gas emissions associated with electricity sold to Oregon consumers to 80 percent below baseline emissions levels by 2030, 90 percent below baseline emissions levels by 2035 and 100 percent below baseline emissions levels by 2040. Requires electric companies to develop clean energy plans and electricity service suppliers to report information for meeting clean energy targets. Directs Department of Environment Quality to determine amount of emissions reduction necessary for each retail electricity provider to meet clean energy targets. Limits cumulative rate impact for compliance to six percent of annual revenue requirements. Permits performance incentive for early compliance. Requires electric company that files clean energy plan to convene Community Benefits and Impacts Advisory Group with input from stakeholders who represent interests of customers and affected entities and communities. Requires electric company to file biennial report with Public Utility Commission that assesses community benefits and impacts of electric company. Directs State Department of Energy to convene work group to examine opportunities to encourage development of small scale and community-based renewable energy projects and report findings to interim committee of Legislative Assembly no later than September 30, 2022. Sunsets December 15, 2022. Permits electric company, if agreed to and in coordination with government, to provide program of rates or charges to serve retail electricity consumers that covers costs of electricity generated from renewable energy resources or nonemitting energy resources or paired with unbundled renewable energy certificates. Defines "government." Requires electricity service suppliers to publicly disclose aggregated energy supply mix and associated emissions of power sources. Establishes contractor labor standards in construction or repowering of large-scale projects. Defines "large-scale project." Prohibits Energy Facility Siting Council from issuing site certificate for new generating facility that produces energy from fossil fuels unless facility generates only nonemitting electricity. Prohibits council from approving amendment of site certificate for generating facility in manner that would increase carbon dioxide emissions from operation of generating facility. Creates grant program within State Department of Energy to provide grants to Indian tribes, public bodies and consumer-owned utilities to plan or develop community renewable energy projects. Establishes Community Renewable Investment Fund within State Treasury for purposes of grant program for community renewable energy projects. Appropriates moneys from General Fund to Community Renewable Investment Fund. Increases, from eight percent to 10 percent by 2030, requirement that aggregate electrical capacity of all electric companies be composed of electricity from small-scale renewable energy projects or facilities using biomass. Takes effect on 91st day following adjournment sine die.
