Prohibits employers from permitting or requiring agricultural workers to work in excess of maximum allowable hours unless workers are compensated for overtime hours worked. Specifies exemptions to overtime compensation requirements. Requires Employment Department, in consultation with Bureau of Labor and Industries, Department of Revenue and State Department of Agriculture, to submit report to interim committees of Legislative Assembly related to agriculture on identified economic impacts of overtime compensation requirements under Act. Requires division of Oregon Department of Administrative Services that serves as office of economic analysis to include in economic forecast for biennium any available relevant economic and wage data related to agricultural economy as impacted by overtime compensation requirements. Requires State Department of Agriculture and Oregon Business Development Department to make recommendations for legislation to regular or interim committee of Legislative Assembly related to agriculture on available options for establishing grant, loan or other lending program to provide financial assistance to employers to mitigate costs associated with compliance with overtime compensation requirements. Creates refundable income or corporate excise tax credit allowed to employer for excess amount of wages paid as overtime pay to agricultural workers. Provides for administration of credit by Department of Revenue. Directs department to issue notice to taxpayers that meet application requirements and indicate maximum amount of credit allowed. Provides for Legislative Assembly to use reports submitted by agencies to adjust tax credit provisions and revise rates if deemed appropriate. Applies to tax years beginning on or after January 1, 2023 , and before January 1, 2029 ]. Takes effect on 91st day following adjournment sine die.

Directs Department of Human Services to adopt by rule grant program to provide funding to culturally specific and responsive organizations, tribal governments and under-resourced rural community service organizations to conduct outreach regarding federal earned income tax credits and other tax benefits and to provide tax navigation and preparation services to low-income Oregonians. Modifies composition and duties of Oregon Broadband Advisory Council. Provides for establishment of grant application review committees. Directs Oregon Broadband Office to develop Broadband Action Plan and Digital Equity Plan that address requirements in Infrastructure Investment and Jobs Act. Directs Oregon Broadband Office to collect geospatial data information related to broadband service in Oregon to assist state to determine eligibility for grants and loans and confirm allocation of federal funds. Exempts from public disclosure proprietary information subject to nondisclosure agreement provided to office. Establishes Connecting Oregon Libraries Fund. Continuously appropriates moneys in fund to State Library for purpose of providing matching funds for federal moneys received by certain libraries for providing broadband access. Requires State Library Board to adopt certain rules before distributing moneys in fund. Directs Public Utility Commission, in consultation with certain other state agencies, to investigate and make recommendations on feasibility of expanding Oregon Telephone Assistance Program and applying residential service surcharge to support access to broadband Internet access service or other telecommunications services. Requires commission to submit report to appropriate regular or interim committee of Legislative Assembly and Oregon Broadband Office no later than June 1, 2023. Removes requirement that Public Utility Commission serve notice of all filings of applications for certificates of authority to provide intrastate telecommunications services. Removes requirement that commission provide annual competitive provider report to Legislative Assembly. Declares emergency, effective on passage.

Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Takes effect on 91st day following adjournment sine die.
Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Officer. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys from General Fund to Oregon Department of Administrative Services for purposes of deposit in Universal Representation Fund. Appropriates moneys from General Fund to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.
Directs Oregon Business Development Department to develop and implement Economic Equity Investment Program to award grants to organizations that provide culturally responsive services to support economic stability, self-sufficiency, wealth building and economic equity among disadvantaged individuals, families, businesses and communities in Oregon. Becomes operative January 1, 2023. Appropriates moneys from General Fund to department for purposes of grant program. Takes effect on 91st day following adjournment sine die.
Directs Oregon Film and Video Office to establish Creative Opportunity Program to promote film, television, interactive, animation and media industries in Oregon. Dedicates two percent of moneys in Oregon Production Investment Fund to making payments to media industry entities for creation and funding of projects under program. Declares emergency, effective on passage.
Requires owners or operators of bulk oils and liquid fuels terminals located in Columbia, Multnomah or Lane County to conduct and submit to Department of Environmental Quality seismic vulnerability assessments. Requires department to review and approve seismic vulnerability assessments. Requires owner or operator of existing bulk oils or liquid fuels terminal to submit seismic vulnerability assessment by June 1, 2024. Requires department to submit report on seismic vulnerability assessments and make recommendations on expansion of program to interim committees of Legislative Assembly by November 1, 2024. Requires owner or operator of bulk oils or liquid fuels terminal to properly implement seismic risk mitigation implementation plan approved by department. Directs Environmental Quality Commission to, by rule, adopt seismic risk mitigation implementation program for bulk oils or liquid fuels terminals. Prohibits owner or operator of bulk oils or liquid fuels terminal from retaliating against employee who provides information regarding violation of law or safety risks. Establishes Seismic Risk Mitigation Fund. Requires State Department of Energy to develop energy security plan by June 1, 2024, and provide report on implementation or revision of plan to interim committees of Legislative Assembly by September 15 of each even-numbered year. Takes effect on 91st day following adjournment sine die.
Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.
