Allows county governing body, upon remand of matter from Land Use Board of Appeals to county, to have planning commission or hearings officer conduct hearing and make decision regarding lands designated under statewide planning goal addressing agricultural lands or forestlands. Requires county governing body to review planning commission or hearings officer decision and take one of three specified actions on decision. Declares emergency, effective on passage.

Requires principal real estate brokers to complete real estate continuing education courses before renewal or reactivation of license. Requires real estate brokers and real estate property managers to complete real estate continuing education courses before reactivation of license. Prohibits Housing and Community Services Department from requiring elderly housing project that has repaid financing received through department program, and retired bond obligations related to project, to hire licensed real estate property manager, real estate broker or principal real estate broker to perform property management duties with respect to project. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Provides proceedings to escheat to State of Oregon matured United States savings bonds presumed abandoned and in custody of state. Authorizes Director of Department of State Lands to seek payment for escheated bonds from United States Treasury. Declares emergency, effective on passage.

Gives hemp research program currently operated by State Department of Agriculture name of Oregon Industrial Hemp Agricultural Pilot Program. Authorizes actions by department to carry out program. Specifies that agricultural hemp seed is agricultural seed or flower seed for purposes of statutes regulating labeling, testing, certifying or other aspects of seeds. Directs Director of Agriculture and Dean of College of Agricultural Sciences of Oregon State University to establish program for labeling and certification of agricultural hemp seed. Provides that accredited independent testing laboratory that has been approved by Oregon Health Authority or department may test industrial hemp and industrial hemp commodities and products produced or processed by grower, handler or agricultural hemp seed producer. Requires that industrial hemp intended for human consumption be entered into tracking system prior to laboratory testing and through delivery to licensed premises. Modifies other provisions related to regulation of industrial hemp. Authorizes Oregon Liquor Control Commission actions regarding industrial hemp to enforce and ensure compliance with marijuana laws and provisions of industrial hemp laws that incorporate requirements, restrictions or other provisions of marijuana laws. Prohibits sale of industrial hemp containing more than 0.3 percent tetrahydrocannabinol to consumer by person other than licensed retailer. Changes description of limit on production and storage of homegrown cannabis plants. Prohibits production, processing or storage of homemade industrial hemp extracts. Allows department to adopt rule establishing higher average tetrahydrocannabinol concentration limit for industrial hemp if higher average concentration limit is established by federal law. Revises language regarding grower retention of agricultural hemp seed for producing industrial hemp. Establishes Industrial Hemp Fund. Appropriates fund moneys to department for purposes of implementing, administering and enforcing industrial hemp statutes. Directs certain moneys to fund. Declares emergency, effective on passage.

Imposes tax on rental price of construction, mining, earthmoving or industrial equipment, together with attachments and other equipment and tools, that is mobile and held primarily for rental. Directs Department of Revenue to administer heavy equipment rental tax program. Provides for pro rata distribution of two percent of gross tax revenues among counties that do not otherwise receive qualified heavy equipment rental tax revenues. Provides for distribution to counties of net tax revenues attributable to rentals made from locations in county. Directs county treasurer to distribute tax moneys to local taxing districts in accordance with property tax and interest distribution percentage schedule. Provides for temporary annual payments by or to equipment owner of any difference between heavy equipment rental tax and ad valorem property tax that would be assessed on such equipment if such equipment were subject to ad valorem property tax. Requires department to submit report regarding heavy equipment rental tax experience, including proposed tax rate to maintain revenue neutrality with respect to replacement of ad valorem property tax by heavy equipment rental tax, to interim committees related to revenue no later than July 1, 2022. Takes effect on 91st day following adjournment sine die.

Provides that outside compensation of employee of Oregon Health and Science University, public university or community college is not included in employee's salary for purposes of Public Employees Retirement System. Declares emergency, effective on passage.

Directs Department of Transportation to issue Oregon Wounded Warrior parking permits to qualified applicants. Describes "wounded warrior." Permits person issued Oregon Wounded Warrior parking permit or person transporting person issued parking permit to park motor vehicle in any public parking zone restricted as to length of time permitted therein without incurring overtime penalties and to park motor vehicle in any public parking zone with metered parking without being required to pay any parking meter fee. Provides exceptions. Becomes operative January 1, 2019. Declares emergency, effective on passage.

Requires Higher Education Coordinating Commission to provide tuition assistance for ] grants to qualified members of Oregon National Guard to attend community colleges or public universities. Declares emergency, effective on passage.

Allows Health Licensing Office to issue residential care facility administrator license to qualified applicant. Renames Nursing Home Administrators Board as Long Term Care Administrators Board. Prohibits board from carrying out disciplinary action against licensee unless at least one board member who represents type of license held by licensee is present at board meetings related to disciplinary action. Requires individual currently employed as residential care facility administrator in Oregon , or individual seeking employment as residential care facility administrator in Oregon prior to January 1, 2022, to apply for residential care facility administrator license by July 1, 2019. Allows Health Licensing Office to issue provisional residential care facility administrator license to qualified individual. Requires individual who holds provisional residential care facility administrator license to obtain residential care facility administrator license not later than January 1, 2022. Declares emergency, effective on passage.

Establishes requirements for seed production contracts and seed purchase contracts for seed other than agricultural seed.
