Provides proceedings to escheat to State of Oregon matured United States savings bonds presumed abandoned and in custody of state. Authorizes Director of Department of State Lands to seek payment for escheated bonds from United States Treasury. Declares emergency, effective on passage.

Allows certain employers to request or permit employees to work more than 60 hours in one workweek to account for sporadic increases in product demand. Prohibits retail pet store from selling or offering to sell dog other than dog acquired from animal shelter, humane society, dog control district or nonprofit corporation that provides rescue services. Imposes record keeping and signage requirements regarding dogs sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
Creates Task Force on Public Assistance Reform to study steps taken in Maine and Kansas to reduce public assistance expenditures. Directs task force to report findings, including recommendations for legislative changes, to interim committees of Legislative Assembly related to human services by September 15, 2019. Declares emergency, effective on passage.
