Requires Department of Transportation to establish program to reduce greenhouse gas emissions that assesses greenhouse gas emissions attributable to certain covered materials department uses in construction and maintenance activities for state's transportation system, conducts life cycle assessments for selected set of construction and maintenance activities and devises strategies for reducing greenhouse gas emissions. Specifies required scope and content of program. Requires department, in making procurements in connection with program, to require contractors to submit environmental product declarations before installing covered materials. Specifies exceptions. Prohibits department from using environmental product declarations to rank or score bid or proposal before January 1, 2027. Requires department to establish grant program to assist bidders and proposers in preparing or submitting environmental product declarations. Requires department to establish technical advisory committee and specifies matters on which committee will advise department. Requires department to report annually to Oregon Transportation Commission and interim committee of Legislative Assembly related to transportation concerning implementation of program. Establishes Medium and Heavy-Duty Electrification Charging Fund in State Treasury, separate and distinct from General Fund, and continuously appropriates moneys in fund to Department of Environmental Quality for grant program to support zero emission vehicle charging and fueling infrastructure. Takes effect on 91st day following adjournment sine die.

Modifies composition and duties of Oregon Broadband Advisory Council. Provides for establishment of grant application review committees. Directs Oregon Broadband Office to develop Broadband Action Plan and Digital Equity Plan that address requirements in Infrastructure Investment and Jobs Act. Directs Oregon Broadband Office to collect geospatial data information related to broadband service in Oregon to assist state to determine eligibility for grants and loans and confirm allocation of federal funds. Exempts from public disclosure proprietary information subject to nondisclosure agreement provided to office. Establishes Connecting Oregon Libraries Fund. Continuously appropriates moneys in fund to State Library for purpose of providing matching funds for federal moneys received by certain libraries for providing broadband access. Requires State Library Board to adopt certain rules before distributing moneys in fund. Directs Public Utility Commission, in consultation with certain other state agencies, to investigate and make recommendations on feasibility of expanding Oregon Telephone Assistance Program and applying residential service surcharge to support access to broadband Internet access service or other telecommunications services. Requires commission to submit report to appropriate regular or interim committee of Legislative Assembly and Oregon Broadband Office no later than June 1, 2023. Removes requirement that Public Utility Commission serve notice of all filings of applications for certificates of authority to provide intrastate telecommunications services. Removes requirement that commission provide annual competitive provider report to Legislative Assembly. Declares emergency, effective on passage.
Expands designated state agencies that must work with Alcohol and Drug Policy Commission and requires agencies to meet with commission quarterly to review and report on each agency's progress and to report process and outcome measures established under commission's comprehensive addiction, prevention, treatment and recovery plan. Establishes Opioid Settlement Prevention, Treatment and Recovery Fund consisting of certain funds arising from settlement agreements with opioid manufacturers and distributors resulting from litigation over opioid crisis. Creates Opioid Settlement Prevention, Treatment and Recovery Board to determine allocation of moneys from funds for treatment and prevention of substance use disorders, consistent with specified criteria. Sunsets January 2, 2040. Declares emergency, effective on passage.
Allows person employed by health care facility to practice surgical technology if person has completed and is certified by specified apprenticeship program. Becomes operative January 1, 2023. Directs State Apprenticeship and Training Council, in coordination with Bureau of Labor and Industries, to study registered apprenticeship programs in surgical technology. Requires report to interim committee of Legislative Assembly related to health care no later than September 1, 2025. Sunsets January 1, 2026. Declares emergency, effective on passage.
Requires Oregon Health Authority, guided by advisory committee to be convened by authority, to provide grants to operate two culturally and linguistically specific mobile health units, as pilot program, to improve health outcomes of Oregonians impacted by racism. Specifies membership of advisory committee. Requires authority to study feasibility of expanding mobile health units statewide and to provide interim report on findings to Legislative Assembly by December 31, 2025, and final report by June 30, 2026. Specifies criteria for study. Sunsets January 2, 2027. Requires authority, based on recommendations from task forces convened by Oregon Advocacy Commissions Office, to develop recommendations on how to fund robust culturally and linguistically specific intervention programs designed to prevent or intervene in health conditions that result in inequitable and negative outcomes for individuals who are Black or indigenous, people of color and members of tribes. Requires office to report recommendations to Legislative Assembly by November 1, 2023. Requires authority, no later than November 30, 2023, to report to Legislative Assembly on development of recommendations for funding robust culturally and linguistically specific intervention programs and to report final recommendations by November 1, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
Requires members of district school board for common school district or union high school district to file verified statement of economic interest with Oregon Government Ethics Commission.
Requires Oregon Department of Administrative Services to provide grants for certain coordinated homeless response systems. Requires response systems to report annually to Housing and Community Services Department, Oregon Housing Stability Council and interim committee of Legislative Assembly. Sunsets January 2, 2025. Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Officer. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys from General Fund to Oregon Department of Administrative Services for purposes of deposit in Universal Representation Fund. Appropriates moneys from General Fund to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.
Requires Department of Human Services to establish certification process for direct care providers of home or community-based services and implement online registry of direct care providers of home or community-based services. Specifies requirements for certification and information to be displayed on online registry. Requires department to work with stakeholder groups to design certification requirements, explore ways to improve skill level and training of caregivers and improve caregivers' pathways to continued education and advancement. Sunsets January 2, 2024. Requires department to report to Joint Interim Committee on Ways and Means on work with stakeholders and on implementation of certification process and registry. Directs state agencies to use "noncitizen" in rules and regulations to reference individual who is not citizen or national of United States and to update rules and regulations that use "alien" to use "noncitizen." Authorizes agencies to amend rule without prior notice or hearing for purpose of changing term or phrase in order to conform with change made by law. Makes nonsubstantive changes.
