Relating to teachers.

Authorizes Teacher Standards and Practices Commission to disburse moneys from National Board Certification Fund for reimbursement of certain costs related to national board certification of teachers. Expands sources of moneys for fund. Directs commission to renew, without charge, license of educator who is certified by national professional organization for teaching standards. Directs commission to submit to legislative committees of Legislative Assembly report related to national board certification of teachers.

Relating to dams with high hazard ratings.

Requires owner or operator of dam with high hazard rating to develop emergency action plan for dam. Requires determining frequency for conducting of emergency response exercises at dams with high hazard rating. Requires Water Resources Department to conduct periodic inspection of dams with high hazard rating. Creates exception.

Relating to prescribing psychologists; and declaring an emergency.

Authorizes State Board of Psychologist Examiners to issue certificate of prescriptive authority to licensed psychologist who meets specified requirements. Requires that licensed psychologist collaborate with prescribing physician or prescribing nurse practitioner during clinical residency program. Establishes Committee on Prescribing Psychologists. Declares emergency, effective on passage.

Relating to vision screenings; and declaring an emergency.

Directs Department of Education to reimburse education provider for expenses incurred from providing vision screenings. Establishes Vision Health Account for purpose of making reimbursements. Appropriates moneys to Department of Education for deposit in Vision Health Account. Declares emergency, effective July 1, 2017.

Relating to highways; and prescribing an effective date.

Provides that portion of U.S. Highway 20 shall be known as Oregon Medal of Honor Highway. Authorizes Department of Transportation to install memorial markers that recognize and honor Oregon's Medal of Honor recipients in roadside rest areas and turnouts on U.S. Highway 20 . Takes effect on 91st date following adjournment sine die.

Relating to applications for amendments to a city comprehensive plan.

Permits city to authorize planning commission or hearings officer to conduct hearings and make final decisions on applications for amendments to city comprehensive plan map. Permits person who appeared or participated in proceedings orally or in writing to appeal or petition for review of final decision to city governing body.

Relating to state finance; declaring an emergency.

Appropriates moneys to Higher Education Coordinating Commission for biennium beginning July 1, 2017, for agricultural experiment station and branch stations, Oregon State University Extension Service and Forest Research Laboratory programs of Oregon State University. Declares emergency, effective July 1, 2017.

Relating to off-road vehicles.

Requires snowmobiles and certain all-terrain vehicles to cross highway at intersection or more than 100 feet from intersection. Permits Oregon Transportation Commission to authorize person to operate all-terrain vehicle within portion of state highway right of way designated all-terrain vehicle highway access route. Establishes All-Terrain Vehicle Highway Access Routes Advisory Committee. Directs Oregon Transportation Commission to designate all-terrain vehicle highway access routes on state highways throughout state after consultation with advisory committee. Provides exemption from vehicle equipment requirements if person is crossing portion of highway right of way designated as all-terrain vehicle highway access route.
