Authorizes Land Conservation and Development Commission to approve plans for urban growth boundary expansion to accommodate affordable housing in Pendleton. Sunsets affordable housing pilot program on January 2, 2026. Declares emergency, effective on passage.

Increases penalties for crime of riot if, during commission of riot, person conceals person's face with intent to facilitate commission of riot. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both. Requires court to consider defendant having partially or fully concealed defendant's face during commission of crime, with intent to avoid arrest or facilitate commission of crime, as aggravation.
Appropriates money to Oregon Department of Administrative Services for deposit in Court Appointed Special Advocate Fund and distribution to CASA Volunteer Programs. Declares emergency, effective on passage.
Requires insurer to mail or deliver notice of cancellation of automobile insurance policy at least 30 days before effective date of cancellation. ] Provides that insurer's cancellation of automobile insurance policy is not effective unless insurer mails or delivers notice of cancellation to named insured at least 30 days before effective date of cancellation, if policy or coverage has been in effect for 60 days or more, or at least 10 days before effective date of cancellation if cancellation is for nonpayment of premium or if policy or coverage has been in effect for less than 60 days. Requires insurer to include statement of reasons for cancellation under specified circumstances. Applies to vehicle liability policies issued on or after effective date of Act.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.
Establishes State Board of Towing within Department of Transportation. Authorizes board to order department to deny, suspend, revoke or refuse to renew towing business certificate or letter of appointment to participate on rotational list of towing businesses for certain violations. Authorizes board to impose civil penalties for certain violations. Becomes operative January 1, 2021. Increases limitation on expenditures by department for certain expenses. Declares emergency, effective on passage.
Requires coordinated care organizations to report specified information to Oregon Health Authority regarding requests for prior authorization. Requires insurers offering health benefit plans to report specified information to Department of Consumer and Business Services regarding requests for prior authorization. Creates new requirements and modifies existing requirements applicable to utilization review by insurers offering health benefit plans. Creates new requirements applicable to step therapy requirements imposed by entities providing health insurance, medical services contracts or health care service contracts, multiple employer welfare arrangements and pharmacy benefit managers. Exempts from certain new or modified requirements health benefit plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board.
Prohibits pharmacy benefit manager from including in contract with network pharmacy term barring price increase to customer to offset estimated amount of corporate activity tax paid by pharmacy and attributable to sale of prescription drug. Applies to contracts entered into on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper degree of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper degree of care. Directs court to award attorney fees to prevailing party. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
