Emergency Management and Veterans

Permits state agency to locate devices or facilities for providing electricity to public for electric motor vehicles in locations sufficient to meet demand for devices or facilities. Requires Oregon Department of Administrative Services to establish criteria for determining appropriate number of locations for devices and facilities. Provides that state agency shall set price for electricity that recovers, to extent practicable, costs of operating or administering devices or facilities and that does not exceed 110 percent of market price in county for delivering electricity to public for electric motor vehicles. Requires state agency to set uniform price for electricity in accordance with criteria and calculation that department specifies. Requires Oregon Department of Administrative Services to report to Legislative Assembly not later than February 1, 2019, February 1, 2021, and February 1, 2023, concerning state agency implementation of authority granted in Act. Takes effect on 91st day following adjournment sine die.

Establishes Small Business Rules Advisory Committee to serve as advisory committee for agencies adopting new administrative rules and to review effectiveness of existing administrative rules. Requires agency to review effect of rule every five years. ] Directs Secretary of State to compile reports on rules and to report annually to Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Permits State Mortuary and Cemetery Board to grant temporary operating permit for cemetery without operating license to perform interment. Sunsets January 2, 2020. ] Declares emergency, effective on passage.

Provides exemption from mandatory disclosure of electronic mail addresses that are in possession of offices of legislative department. Permits disclosure of electronic mail addresses used to distribute current legislative officeholder newsletters to current officeholder's campaign office or to current candidates who have filed to run for elective office, if requested. Restricts further distribution of electronic mail addresses by campaign offices. Takes effect on 91st day following adjournment sine die.

Directs State Chief Information Officer to provide sections on Oregon transparency website relating to energy tax incentives, cleanups of brownfields, tourism and affordable housing. Declares emergency, effective on passage.
