Removed 'adjudicated youth foster home' from the list of facilities where abuse is defined, limiting the scope of covered facilities to child-caring agencies, developmental disabilities residential facilities, proctor foster homes, and certified foster homes.
Changed the definition of who abuses a child in care by removing references to 'caretaker' and consolidating the list of responsible parties to employees, operators, contractors, agents, volunteers, and other persons with a duty of care.
