MODERATE
The bill was finalized from its 'A-Engrossed' version to the 'Enrolled' version, which is the official text signed into law. The substantive policy content regarding micromobility definitions, helmet laws, and pilot programs remains unchanged, though the formatting was cleaned up and a new section on vehicle titling exemptions was added to the text.
Scope change
The bill's scope and applicability remain unchanged; the transition from A-Engrossed to Enrolled is a procedural step finalizing the legislation.
TECHNICAL
Removed the 'A-Engrossed' header and the detailed legislative summary/digest that explains the bill's features.
Added the 'Enrolled' header and a note stating the bill was introduced pursuant to House Rule 12.00.
Reformatted the text to remove bracketed editorial notes and standardize the layout for the final enrolled version.
DEFINITION
Added a new section defining exemptions from vehicle titling requirements, including specific lists for snowmobiles, farm equipment, and government vehicles.
