SB 1221 redirects bicycle excise tax, wage tax, and vehicle privilege tax revenues to the State Highway Fund for highway-related projects. It prohibits public agencies from requiring labor agreements in construction contracts (with exceptions) and taxes diesel fuel like gasoline. The bill also allows fuel suppliers to purchase emissions compliance tools (with proceeds funding highways) and repeals the mandatory toll program. It creates a new Office of Major Projects within the Department of Transportation and takes effect 91 days after the legislature adjourns.
