MODERATE
The bill transitioned from an A-Engrossed version to an Enrolled version, removing the legislative summary and editorial notes while retaining the core policy provisions. The substantive changes include shifting the Director of Transportation appointment authority from the Oregon Transportation Commission to the Governor, requiring Senate confirmation, and redefining the Continuous Improvement Advisory Committee composition to include specific expertise requirements.
Scope change
The bill's scope remains focused on transportation governance and funding, but the appointment authority for the Department of Transportation Director changed from commission-based to governor-based with Senate confirmation.
REQUIREMENT
Changed the Director of Transportation appointment process from being appointed by the Oregon Transportation Commission to being appointed by the Governor with Senate confirmation.
Revised the Continuous Improvement Advisory Committee composition to explicitly include the Director of Transportation, chief engineer, and individuals with specific expertise in major projects and environmental policy.
TECHNICAL
Removed the legislative summary section and editorial formatting notes that were present in the A-Engrossed version.
DEFINITION
Added new definitions for 'chief engineer' and 'major project' (projects costing $250 million or more) to clarify committee membership criteria.
