Relating to in-state tuition for members of the Oregon National Guard.

This bill changes Oregon's tuition rules to allow out-of-state members of the Oregon National Guard to qualify for in-state tuition rates at public universities. It amends state law to explicitly include Oregon National Guard members who reside in another state under the definition of "active member of the Armed Forces" for residency purposes. As a result, these Guard members and their dependents will pay the same tuition rates as Oregon residents, rather than higher out-of-state fees. The policy takes effect January 1, 2026, applying to all public universities listed in Oregon law.
