General Fund appropriations for Administrative services decreased from $15,409,495 to $15,297,469, and Field services decreased from $24,592,452 to $24,520,767.

Funding for Water rights and adjudications increased from $5,194,834 to $6,310,918, and Technical services increased from $18,292,896 to $19,697,434.

Director's office funding increased from $24,557,943 to $25,315,881.

Federal fund spending limits were restructured with reduced amounts for Administrative services ($2,353,173 to $2,126,877) and Field services ($3,240,501 to $3,242,266), while Water rights adjudications decreased from $4,756,440 to $3,672,380.

Specific grant programs under the American Rescue Plan Act were removed, including grants to Umatilla County for water infrastructure ($600,000), place-based planning activities ($350,000), and assistance for fish passage requirements ($150,000).

The American Rescue Plan Act funding limit was consolidated from multiple line items into a single maximum limit of $182,028, with the water measurement cost-share program amount adjusted from $800,000 to $800,000 and flood methodology assessments adjusted from $1,200,000 to $1,200,000.
