Relating to the financial administration of the Department of Education; and declaring an emergency.

Summary
Appropriates moneys from the General Fund to the Department of Education for certain biennial expenses. Limits certain biennial expenditures by the department from lottery moneys. Limits certain biennial expenditures from certain fees, moneys or other revenues collected or received by the department. Limits biennial expenditures by the department from certain federal funds. Limits biennial expenditures and transfers by the department from specified accounts. Authorizes specified nonlimited expenditures. Declares an emergency, effective July 1, 2025.
