Relating to the financial administration of the Oregon Watershed Enhancement Board; and declaring an emergency.

General Fund appropriations to the Oregon Watershed Enhancement Board were reduced from $1,967,700 for operations and $7,000,000 for grants to $739,667 and $2,000,000 respectively.

Allocations from the Watershed Conservation Operating Fund were adjusted: State Police funding decreased by $1,404,040, Department of Fish and Wildlife increased by $152, while Department of Agriculture decreased by $273,399.

Department of Environmental Quality allocation was re-added with a new amount of $6,965,710, replacing the previously deleted $6,954,668.

Maximum expenditure limits from lottery funds were increased from $11,443,476 to $11,599,080.

Operations and grants limits from fees and other revenues were increased from $4,027,809 and $39,505,582 to $4,724,462 and $40,765,582 respectively.

New Section 11 was added to state that expenditures for State Treasurer charges related to investment transactions are not limited.

A new line in the digest was added authorizing specified nonlimited expenditures.
