MODERATE
The bill was finalized from its 'A-Engrossed' version to the 'Enrolled' version, which is the final form ready for signature by the Governor. The substantive content of the appropriations and emergency declaration remained the same, but the document was reformatted to include official signatures, dates, and proper legislative formatting required for enrollment.
TECHNICAL
Header changed from 'A-Engrossed' to 'Enrolled' to indicate final passage by both legislative chambers.
Added official signatures and dates for the House Clerk, Speaker, Senate President, and Governor to complete the enrollment process.
Removed the editor's summary section and replaced it with the standard chapter heading used in enrolled bills.
Removed the LC 9031 reference and amendment notation that was used during the legislative process.
Added page numbers and formatting consistent with enrolled legislation.
