The House ordering date changed from April 10 to June 11, and House amendments are now dated April 10 and June 11 instead of just April 10.

Added authority for the Water Resources Department to increase its expenditure limitation to fund the water bank pilot program.

Added language stating that a pilot program is necessary to test if water bank goals will be met and that it does not replace existing water conservation laws.

Modified water bank charter requirements to remove specific percentage requirements for in-stream flow dedication based on water source type, replacing them with a general requirement that water be dedicated to legally protected in-stream flows.

Added new restrictions preventing water banks from enlarging existing water rights except as provided in section 4, and prohibiting total irrigated acres from exceeding existing authorized acreage.

Added requirement that participants must have measured and reported water use to the Water Resources Department for the past five years before participating.

Changed the requirement that existing water rights must sign a forbearance agreement before participating in the water bank.

Changed eligibility criteria for water bank participants to include public utilities that supply at least 2,000 water service connections, replacing the previous 'franchises' language.
