MODERATE
This bill was amended to clarify the roles of state agencies and tribes in managing rocky ocean habitats, adjust funding recipients, and refine grant program requirements. The changes ensure better coordination with federally recognized Indian tribes and shift some administrative responsibilities to the Department of State Lands.
Scope change
The bill now explicitly includes federally recognized Indian tribes in planning and implementation processes, and clarifies that site management plans must be developed based on a specific 2023 Territorial Sea Plan amendment.
REQUIREMENT
Added requirement for the Department of Land Conservation and Development to coordinate with federally recognized Indian tribes when developing and implementing rocky habitat management plans.
Added specific reference to the April 20, 2023 Territorial Sea Plan amendment when defining which sites require management plans.
Reorganized the Oregon Ocean Science Trust's duties to remove specific grant program establishment language, as it is now handled through the Department of State Lands.
FISCAL
Changed the funding recipient from the Oregon Ocean Science Trust to the Department of State Lands for the $300,000 appropriation.
