Relating to public record fees.

House Bill 3385 updates the process and fee structure for individuals requesting public records from government bodies, including county clerks. It requires public bodies to acknowledge public record requests within five business days and allows them to charge fees that cover the actual costs of providing records, including attorney time for reviewing and redacting documents. The bill specifies that fees for records filed with a county clerk are governed by a separate statute (ORS 205.320). Additionally, it prohibits public bodies from charging more than $25 without first providing a written estimate and receiving confirmation from the requester. Public bodies must also make their public record request procedures and fee schedules publicly available.
