MODERATE
The bill transitioned from an A-Engrossed version to the final Enrolled version, adding official signatures from House and Senate leadership and the Governor's approval. The core policy content regarding utility bill requirements remained substantively unchanged, with only formatting and sponsorship details updated to reflect final passage.
TECHNICAL
Added official signatures from House Speaker Julie Fahey, Governor Tina Kotek, and Secretary of State Tobias Read to finalize the bill as Enrolled.
Removed the A-Engrossed header and summary section that explained the bill's purpose in plain language.
Updated sponsorship list to include additional Representatives (GAMBA, SOLLMAN) and Senators (PHAM K) who joined the original sponsors.
Added passage dates showing House approval on April 14, 2025 and Senate approval on May 8, 2025.
