MODERATE
The bill was amended to clarify that the Oregon Department of Administrative Services distributes funds to the Oregon Association of Water Utilities rather than directly entering into a contract with them. The bill also reorganized the list of activities the association must address, adding new items like funding management and emergency interties while removing a direct staff employment requirement from the association's obligations.
Scope change
The bill's scope shifted from the department contracting directly with the association to the department distributing funds to the association, which now has more autonomy in how it utilizes the resources.
REQUIREMENT

Changed the department's obligation from entering into a contract with the association to distributing moneys to the association.

Added new requirements for the association to address funding management, emergency interties, and system consolidation.

Removed the requirement for the association to employ three staff members, moving that responsibility elsewhere or eliminating it from the association's duties.

TECHNICAL

Reorganized the list of activities from letters (A-I) to numbers (1-3) with sub-items (a-i) for better structure.
