MODERATE
The bill was finalized from its A-Engrossed version to the Enrolled version, which is the final version sent to the Governor for signature. The substantive policy content of the nursing bill remains unchanged, but the formatting was updated to reflect its final legislative status.
TECHNICAL

The document header changed from 'A-Engrossed' to 'Enrolled', indicating the bill has passed both legislative chambers and is ready for the Governor's signature.

Added a note stating the bill was introduced and printed pursuant to House Rule 12.00 and presession filed at the request of Governor Tina Kotek for the Oregon State Board of Nursing.

Removed the editor's summary section that explained the bill's digest and readability score, as this is not part of the final enrolled legislation.

Updated page numbering and formatting to reflect the Enrolled version, including adding page numbers and removing internal legislative tracking marks.
