Relating to the Emergency Housing Account.

HB 3034 transfers the responsibility for designing policy for Emergency Housing Account programs from the Oregon Housing Stability Council to the Housing and Community Services Department. The department will now develop these policies with input from a diverse group of stakeholders, including individuals with lived experience of housing instability, tribes, local governments, and various service providers. The bill expands eligible services to include support for individuals with companion animals within emergency housing programs and dedicates 25% of specific account funds to assist homeless or at-risk veterans. It also requires organizations receiving grants to demonstrate cultural responsiveness or be engaged in becoming culturally responsive.
