Relating to concealed handgun license reciprocity; prescribing an effective date.

Summary
Directs the Department of State Police to create and maintain a list of states that recognize Oregon concealed handgun licenses and require a demonstration of handgun competency to obtain a license that is similar to the requirement in Oregon. Provides persons licensed to a carry concealed handgun in states on the department list with the protections provided to persons with Oregon concealed handgun licenses. Takes effect on the 91st day following adjournment sine die.
