Establishes the Oregon Public Defense Commission Lawyer Trust Account for the sole purpose of making payments on behalf of clients of the Oregon Public Defense Commission. Provides that commission may establish subaccounts. Expands the scope of the crime of hit and run of property to any highway or premises open to the public or any premises adjacent to a highway or premises open to the public. Expands crime of hit and run of an injured person to any location. Declares an emergency, effective on passage.
