Relating to vehicle speed racing; and prescribing an effective date.

Summary
Modifies crime of organizing speed racing event. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second and subsequent convictions within five-year period by maximum of five years' imprisonment, $125,000 fine, or both. Modifies crime of reckless driving to include activities related to speed racing. Authorizes criminal forfeiture of instrumentalities of crime of reckless driving. Takes effect on 91st day following adjournment sine die.
