Relating to a Department of Transportation small business assistance program; and prescribing an effective date.

Directs Department of Transportation to establish small business development program to assist qualified small businesses in competing for department's public improvement contracts. Specifies requirements for program and how department will determine that business is qualified small business. Caps aggregated value of public improvement contracts department can award each year in connection with program. Requires department to report annually on implementation of program. Takes effect on 91st day following adjournment sine die.
