Summary
Expands designated state agencies that must work with Alcohol and Drug Policy Commission and requires agencies to meet with commission quarterly to review and report on each agency's progress and to report process and outcome measures established under commission's comprehensive addiction, prevention, treatment and recovery plan. Establishes Opioid Settlement Prevention, Treatment and Recovery Fund consisting of certain funds arising from settlement agreements with opioid manufacturers and distributors resulting from litigation over opioid crisis. Creates Opioid Settlement Prevention, Treatment and Recovery Board to determine allocation of moneys from funds for treatment and prevention of substance use disorders, consistent with specified criteria. Sunsets January 2, 2040. Declares emergency, effective on passage.
