Relating to mass transit districts.

Summary
Provides that directors of certain mass transit districts be appointed by Governor instead of elected. Provides that current elected directors continue to serve until expiration of their terms, unless earlier discharged by Governor. Eliminates restrictions on methods of financing for certain mass transit districts.
