Alters process for resolving student complaints against certain schools. Permits Higher Education Coordinating Commission to refer student complaints to other entities for resolution. Exempts student complaints from disclosure under public records law. Sunsets student complaint process on July 1, 2021. Declares emergency, effective July 1, 2017.
