SB 874 transfers the administration of professional and occupational licensing (including healthcare and behavioral health provider licenses) from individual licensing boards to Service Oklahoma by December 31, 2030. Licensing boards retain authority over qualifications, exams, and discipline, while Service Oklahoma handles only license application and renewal processing. The bill requires a phased transition starting July 1, 2026, with annual performance reports on customer satisfaction, cost-effectiveness, and service metrics beginning November 2025. Service Oklahoma must also publish quarterly public reports on progress toward performance benchmarks starting January 2027. The law takes effect November 1, 2025.
