Elections; creating certain misdemeanor offense. Effective date.

SB 654 defines and prohibits "absentee ballot harvesting," which includes collecting, submitting, or obtaining others' absentee ballots with intent to return them, or completing ballot applications without consent. It specifically restricts notaries from notarizing more than 20 absentee ballot affidavits per election (with limited exceptions), requires them to maintain logs for two years, and mandates county election boards to notify prosecutors if over ten ballots are requested for one address. Violating these rules constitutes a misdemeanor punishable under Oklahoma law. The bill applies to all county, state, and local elections and takes effect November 1, 2025.
