Child care; modifying continuing education requirements. Effective date.

SB 428 modifies Oklahoma's child care regulations by extending continuing education requirements for facility personnel from an annual to a biennial (every two years) cycle. It also mandates infant safe sleep training every two years for staff working with infants under one year old. The bill specifies minimum space requirements: pre-2016 licensed facilities must provide 35 square feet per infant in infant-only rooms, while newer facilities must provide 40 square feet. These changes apply to all child care centers and directly affect directors, master teachers, and infant caregivers. The bill becomes effective November 1, 2025.
