Animal cruelty; requiring creation of certain database. Effective date.

This bill requires Oklahoma's Department of Corrections to create a publicly accessible online database listing individuals convicted of or who entered a guilty plea for animal cruelty offenses under existing law. It updates the definition of animal cruelty to include willful deprivation of food, water, shelter, or veterinary care, and specifies that such violations constitute a serious felony punishable by up to five years in prison or a $5,000 fine. The database will include names of offenders, making this information searchable on the Department's website.
