SB 1228 requires Service Oklahoma to check the Electronic Verification of Vital Events (EVVE) system when applicants provide a birth certificate for a driver license, ID card, renewal, or replacement. If EVVE cannot verify the birth certificate, it must use a question-and-answer process to confirm the applicant’s identity with near certainty. The bill applies directly to Oklahomans applying for or renewing state-issued licenses or ID cards using birth certificate proof. It takes effect November 1, 2026, and mandates Service Oklahoma to create implementing rules.
