HB 4323 amends Oklahoma's Electrical Licensing Act to clarify licensing requirements for electricians and contractors. It requires that only licensed electrical contractors - not journeyman electricians - may bid on projects, enter contracts, or obtain permits for electrical work under their own name. The bill also states that licensed contractors remain legally liable for work performed by journeyman electricians on their projects. These changes apply to all electrical construction work, excluding Class 2/3 circuits under NFPA 70 standards. The law takes effect November 1, 2026.
