HB 1623 allows licensed individuals to transport loaded rifles in vehicles on public roadways under specific conditions. It applies to people aged 21+ or 18-21 with military service (veterans/reservists), who hold a valid Oklahoma handgun license under the Self-Defense Act and are otherwise legally permitted to possess firearms.
