HB 1333 requires Oklahoma courts to prioritize placing children for adoption with relatives (by blood, marriage, or adoption) who are willing, able, and eligible, before considering foster parents. If a foster parent has cared for a child for over a year, the court must give their adoption request "great weight" unless a relative is available and can provide a safe, stable home. The bill lists specific factors courts must consider, such as existing emotional bonds, family stability, and the child's long-term best interests, while clarifying that certain past issues (like minor charges or old, resolved Department of Human Services cases) do not automatically disqualify relatives. Courts must now document in writing why a relative placement was rejected in favor of foster parents. The law takes effect November 1, 2025.
