HB 1325 would prohibit the sale of energy drinks containing over 150 milligrams of caffeine per liter to anyone under 18 years old, directly affecting minors and retailers. It requires sellers to verify age with photo ID for customers who appear under 18 and imposes fines: up to $100 for a first offense, increasing to $300 for repeat violations within two years. Unpaid fines could lead to driver’s license suspension by the Department of Public Safety. The bill also exempts minor employees from the purchase restriction when handling drinks for work, and allows cities to adopt similar local rules. It takes effect November 1, 2025.
