HB 1172 prohibits health care providers and students in clinical training programs from performing certain intimate exams (breast, pelvic, urogenital, prostate, or rectal) on unconscious or anesthetized patients without specific consent. It requires written informed consent for such exams unless one of four exceptions applies: prior consent for the exam itself, consent for related surgery/diagnosis, an emergency where consent is impracticable, or a court order. Violations carry felony penalties of up to five years in prison, a $20,000 fine, or both, plus potential licensing sanctions. The law directly affects medical students and licensed providers during educational training programs and becomes effective November 1, 2025.
