SB 384 requires blind voters in Oklahoma to provide a physician's confirmation of their blindness (as defined by state law) to receive accessible absentee ballots. This applies specifically to registered voters who are blind and choose to request electronic delivery of their absentee ballot materials. The bill mandates that voters print the marked ballot themselves and mail it back - electronic return is prohibited - and imposes felony penalties for ineligible applicants. It does not change standard absentee voting rules for non-blind voters. The law takes effect January 1, 2026.
