HB 2725 requires vehicle insurers to cover cleanup costs for glass or other injurious substances dropped on highways during accident-related vehicle removal. It mandates that owners or insurers (with minimum coverage under Section 7-324) pay for removing wrecked vehicles, cleanup, and storage fees at Corporation Commission rates. Truck-tractors must carry insurance specifically covering roadway cleanup for spilled substances. Insurers must pay cleanup claims directly to towing/wrecker companies as a priority claim, creating a special lien for these costs.
